Position Purpose

Reporting to the Program Manager, Water Resources Monitoring is responsible for planning, developing and implementing groundwater and well performance monitoring and permitting activities; conducting studies including collecting, monitoring, analyzing and reporting of data; appearing for the Region as expert witness at OMB and other related hearings; leading and implementing programs; coordinating initiatives with agencies to identify collaborative activities with Regional projects; conducting presentations, workshops and other activities and facilitating communications to stakeholders.

Major Responsibilities

• Develops and implements technical studies and strategies to identify best management mitigation practices to protect the quality and quantity of drinking water in support of the Water Resources Act, Clean Water Act, Safe Drinking Water Act, Planning Act, Oak Ridges Moraine Conservation Act, Greenbelt Act and other applicable law.
• Develops policies, in consultation with other Regional staff and external Committees, related to the protection of drinking water sources and well asset management.
• Supports management by providing technical support on well asset and aquifer management programs relating to well construction, performance, redundancy and replacement of production and monitoring wells, as assigned.
• Conducts technical studies to meet legislative and operations objectives, including but not limited to Permit to Take Water applications and renewals for Regional water supply wells.
• Appears for the Region as expert witness at Ontario Municipal Board, Environmental Review Tribunal or other related hearings.
• Prepares, in consultation with other Regional staff, protocols, internal guidance documents and terms of reference for groundwater studies initiated by the Region and its partners in compliance with regulatory standards and regulations.
• Responds to inquiries and resolves concerns, as appropriate, from the general public etc.
• Ensures that services provided meet Regional customer service standards.

Qualifications

• Successful completion of a University Degree in Environmental Science, Engineering or approved equivalent combination of education and experience.
• Registration as a Professional Geoscientist (P. Geo) with the Association of Professional Geoscientists of Ontario or Professional Engineer (PEng) with the Association of Professional Engineers of Ontario.
• Minimum five (5) years’ experience in a consulting or municipal environment with responsibilities for hydrogeological technical studies.
• Demonstrated knowledge of relevant Standards, Acts, By-Laws, Regulations and guidelines, as they pertain to water, including environmental assessment and protection, hydrogeology, municipal planning and well asset management.
• Working knowledge of databases, hydrogeological modelling and analysis techniques, and well asset management.
